EU REACH Annex XVII adds diisocyanate control

Diisocyanate is widely used in the construction industry in the EU market as a component of foam, sealant and coating. According to EU CLP regulations, diisocyanates are divided into type 1 respiratory sensitizer and type 1 skin sensitizer.

EUREACH standardThe new items in Annex XVII of the Regulations are as follows:

1. Diisocyanate cannot be used alone as a substance, and it cannot be used with other mixture components or substances when it is put on the market for industrial and professional purposes. Unless the following conditions are met: (1) The concentration of the diisocyanate alone or in combination is less than 0.1% (by weight), or (2) the employer or self-employed person ensures that the industrial or professional user has succeeded before using the substance or mixture Complete training on the safe use of diisocyanates. This entry will take effect after August 24, 2023.

2. Diisocyanate cannot be used alone as a substance, and it cannot be used with other mixture components or substances when it is put on the market for industrial and professional purposes. Unless the following conditions can be met: (1) The concentration of the diisocyanate alone or in combination is less than 0.1% (by weight), or (2) The supplier ensures that the recipient of the substance or mixture is provided with the point (2) of paragraph 1 State the required information, and indicate on the package a statement that is clearly different from other label information:"From August 24, 2023, sufficient training is required before industrial or professional use". This entry will take effect after August 24, 2023.

3. In this entry, "industrial and professional users GG" refers to the self-disposal of diisocyanate substances themselves for industrial and professional use, other substances containing diisocyanates, or mixtures of diisocyanates, or any supervision of these tasks Workers or self-employed persons.

4. Without prejudice to any national occupational exposure limits or other appropriate risk management measures at the national level, the training referred to in point (b) of paragraph 1 shall include instructions for controlling diisocyanate skin and inhalation exposure in the workplace . The training should include at least: (a) All industrial and professional training content in point 5(a).
